Sets the monthly spendable (guilt-free spend) limit. Wraps the updatePersonalPreference RPC.

Description

Sets the monthly spendable (guilt-free spend) limit. Wraps the updatePersonalPreference RPC.

spendLimit is required (dollars, >= 0). month is optional RFC 3339 and defaults to the current month.
After updating, call list_spendables to verify the new value.
